Mandatory for anyone serving alcohol in licensed restaurants, bars, or catering in Finland. Required by Valvira regulation.

Why this matters

Without an anniskelupassi you cannot legally pour or serve any alcoholic drink, even a glass of wine at a dinner event. Your employer can be fined if you work without one.

How it goes

The anniskelupassi is issued by approved training organisations (listed on Valvira's website). It involves a short test covering Finnish alcohol law, age verification, and responsible service practices. Available in Finnish, English, Swedish, Russian, and Estonian at many providers. Test fee is typically EUR 40 to EUR 80. The card is valid indefinitely.

Good to know

  • You can take the test online at providers like anniskelupassi.fi or in person in most major cities.
  • If you have equivalent training from another EU country, Valvira may recognise it. Contact them first.
  • Keep the physical card at your workplace. Inspectors can ask to see it.
  • Employers usually cover the cost if you pass within the first week.
