Permits and registration
Mandatory for anyone working on a construction site in Finland — including short-term, subcontractor, or seasonal work.
Construction sites are required by law (Occupational Safety Act 738/2002) to check every worker has a valid card. Without it, you cannot enter the site.
The Valttikortti (also called tilaajavastuu-kortti) is issued by Suomen Tilaajavastuu Oy. Requires Finnish tax number and basic occupational safety training (työturvallisuuskortti, about €50-100, 1-day course). Valid for 5 years. Cost: around €25-50 for the card itself.
