EU/EEA licences valid in Finland. Non-EU licences must be exchanged within 2 years of establishing residency.

Why this matters

Driving professionally (taxi, truck, delivery) in Finland with an invalid licence is illegal and employers can be fined.

How it goes

EU/EEA licences: valid as-is, no action needed. Non-EU: exchange at Traficom. Some countries have a direct exchange agreement, others require a Finnish driving test. For professional/truck licences, additional training (CAP) is needed. Apply via Traficom e-service or at a licence office.

Good to know

  • Check if your country has an exchange agreement with Finland at traficom.fi
  • Some countries: direct swap. Others: full Finnish test (expensive)
  • For truck/bus professional licences, you also need the CAP qualification
  • Bring original licence, passport, and proof of Finnish residency
