Wait until you have your personal identity code from DVV and ideally a Finnish Police ID.
Choose a bank: S-Pankki (fast, ~€100 refundable deposit, free for students); Nordea (full English, no student fees, long wait); OP (English app, Finnish-only website).
Book an appointment or walk in to a branch. Bring your passport/ID, Police ID, personal identity code, and proof of address.
Request online banking credentials (verkkopankkitunnukset) — these become your digital ID for Finnish services.
If a bank refuses electronic identification without a Police ID, reference the Finnish Financial Supervisory rule that non-Finnish citizens are entitled to basic banking services including online IDs.
