Every permit, by industry

What do you actually needto start working in Finland?

Every safety card, passport, and certification you must have before your first shift, grouped by the industry you work in. Tap any item for official links and step by step instructions.

Missing one of these can mean you cannot legally start work. Your employer can be fined.

Healthcare and eldercare

Nurses, caregivers, doctors, lab staff

Register with Valvira (healthcare professionals)

If you work as a nurse, doctor, or other regulated healthcare professional, you must register with Valvira before starting work.

It is illegal to work in a regulated healthcare role in Finland without Valvira registration. Your employer cannot legally employ you until this is done.

Get a hygiene passport (hygieniapassi)

Required for anyone handling unpackaged food in Finland: restaurants, cafes, kitchens, catering, food retail.

You cannot legally work with unpackaged food without a hygiene passport. Restaurants get fined if staff lack it.

Get a first aid EA1 certificate

First aid training required for many healthcare, construction, hospitality, and school positions in Finland.

Finnish law (Occupational Safety Act) requires qualified first aiders at most workplaces. Many job postings in healthcare and construction require EA1 before you can start.

Construction

Carpenters, welders, site workers

Get a construction worker card (valttikortti)

Mandatory for anyone working on a construction site in Finland — including short-term, subcontractor, or seasonal work.

Construction sites are required by law (Occupational Safety Act 738/2002) to check every worker has a valid card. Without it, you cannot enter the site.

Occupational safety card (työturvallisuuskortti)

Required safety training for construction and many industrial workers. Usually done before the Valttikortti.

Many employers will not allow you to start until you have this card. It demonstrates you understand basic site safety.

Get a hot work permit card (tulityokortti)

MANDATORY

Required for anyone performing hot work (welding, grinding, flame cutting, roofing with flame) in Finnish worksites.

Hot work is the most common cause of industrial fires in Finland. Insurance companies require the card. Without it the employer carries full liability if anything burns.
